In 2019, Cambodia officially banned online gambling and adopted a comprehensive regulatory framework governing gambling activities, allowing only land-based gambling establishments that foreigners can visit.

According to official figures, the country has around 184 licensed land-based casinos, most of which are located along its borders with Thailand and Vietnam or in coastal areas such as Sihanoukville.

However, corrupt sections of the government, who have a financial interest in online gambling and the availability of casinos to the public, often turn a blind eye to illegal activities.

The sector is overseen by the Commercial Gambling Management Commission (CGMC), a body of 11 officials under the supervision of the Ministry of Economy and Finance.

Internet accessibility: at the beginning of 2023, internet penetration in Cambodia was almost 80 per cent. Also according to the National Bank of Cambodia (NBC), there were 13.6 million mobile payment subscribers in the country last year, a 42% increase (9.56 million) over the previous two years.

Popular web apps: Facebook, Instagram, Tiktok, Bigo live (live streaming platform), WeChat.

Player preferences: baccarat, craps (dice game), roulette, card games, poker, sports betting (football, tennis, cricket, kickboxing).

To date, despite the total ban on iGaming in the country, the sector continues to grow rapidly in status as an illegal industry with crime and human trafficking. In the past few months alone, the regulator has blocked 7,323 gambling-related platforms and IP addresses.

Cambodia is co-operating with China in the fight against such criminal gangs. Probably, it is the strict laws of China that forced many gambling syndicates to move to countries (Myanmar, Thailand, Indonesia, Laos) with imperfections in legislation and law enforcement, including Cambodia. It is known that in 2023 the revenue of illegal gambling in Southeast Asia amounted to $64 billion.
