In 2024, changes in the laws for sports betting only restrict the activities of legal operators. Potential innovations (blocking of bloggers advertising iGaming; ban for child support debtors and ludomaniacs to participate in gambling) have a good goal to eradicate gambling addiction in the country, but at the same time contribute to the suppression of legal betting and the proliferation of offshore BCs. Let's put it in order.
It is known that about 15 million Russians participate in sports betting and spend more than 15 thousand ₽ per month on iGaming. The authorities believe that such figures are the merit of aggressive betting marketing, so they plan to limit betting advertising and allow it only on the resources of sports media, websites of sports TV channels, sports federations and leagues. In addition, the Ministry of Finance wants to oblige BCs to advertise investment instruments and non-gambling ways of earning money on their platforms.
In 2023, Russians spent an impressive 879 billion ₽ on legal betting, meanwhile, already in the l quarter of 2024, betting turnover totalled over 835 billion ₽ (only online transactions were taken into account). With this data in mind, the government has decided to introduce an annual levy of 1 per cent of operators' profits to combat ludomania. At the same time, BCs already pay 2% for the development of sports.
Also likely to be approved is an increase in tax on interactive betting processing centres - from the current 2.5-3 million ₽ to 9.5-10 million ₽ and an increase in income tax from 20% to 50%. And from 1 September 2024, bookmakers will be banned from ‘quick games’ - essentially a disguised online casino where winnings are determined by a number generator.
Thus, additional taxes and a ban on advertising will limit the ability of legal BCs to compete with illegal offshore operators. Meanwhile, in Russia for 2.5 years only 40 thousand out of 12 million illegal gambling sites have been blocked. Given, to put it mildly, not the most effective opposition to offshore, as well as the significant tightening of rules and the growing financial burden on the legal betting sector, the industry is probably not in for the best of times.
