Legalisation of iGaming in Uzbekistan

From 1 January 2025, the organisation of online casinos, lotteries and betting activities will be legalised in Uzbekistan.

Strengths of having a licence:

Online Gambling in the country

Uzbekistan launched a large-scale campaign to combat illegal advertising of bookmakers on the Internet with the participation of the Ministry of Internal Affairs

The Committee for the Development of Competition and Consumer Rights Protection reported an increase in violations related to the promotion of bookmaker services online. Particular attention is paid to advertising in Telegram channels and social networks, where messages are posted anonymously or under pseudonyms, which makes it difficult to identify the distributors.

Regulator's response

The Committee's representatives reminded that Article 46 of the Law “On Advertising” expressly prohibits the promotion of gambling, including distribution on the Internet. Due to the difficulties in identifying alleged violators, the Committee sends materials to the Center for Cyber Security of the Ministry of Internal Affairs to take action

Legalization and licensing

In April 2024, the President of Uzbekistan signed a decree on the legalization of betting activities. The National Agency for Perspective Projects (NAPP) explained the initiative by the ineffectiveness of previous bans, which, according to their data, led to an increase in gambling addiction and fraud, as well as currency outflow abroad

Since December, licensing requirements for gambling organizers have been in effect: the procedure for registering players, the size of the authorized capital and the fund, as well as the conditions for obtaining a five-year license from the NAPP. In January, the Legislative Chamber passed a bill with licensing regulations and restrictions on participation in gambling for certain categories of citizens
