Both land-based gambling establishments and online gambling are allowed in the country.
In October 2024, the Angolan National Assembly approved new gambling legislation to be regulated by the Institute of Gambling Supervision (ISJ). This law replaces the previous gambling regulation, which had been in force since May 2016. However, there are no significant changes for the gambling sector in the updated law.
It is known that the online gambling license is issued for 10 years. At the moment, operators pay 25% tax. The tax is expected to be reduced to 18% or 20% in the near future.

Gambling in the country
Angola's gambling market performed positively last year, resulting in gross revenue of around $40 million. According to the director general of the Institute of Gambling Supervision (ISJ), the results achieved in 2023 are largely due to the expansion of the industry in other provinces and the growing popularity of online gambling among the country's residents.
According to the ISJ report, the gambling sector showed growth in the first quarter of 2024, generating $5.9 million in revenue for the national treasury. The largest share of revenue came from sports betting, both land-based BCs and betting platforms. By the end of the second quarter, the gambling sector brought in $9 mln.
Despite the high level of poverty, Angola is one of the main oil producers in Africa. The country is therefore highly dependent on this sector: oil accounts for about one-third of the country's GDP and 95% of exports.
