Bulgaria is a country with some of the most liberal conditions for the gambling market in Europe. In May 2024, the country achieved compliance with global anti-money laundering (AML) standards in cooperation with the Council of Europe.
All forms of gambling, including online casinos, sports betting, poker and bingo, are legal. Exception: certain types of online lotteries, which have been under state control since 2021.
Licensing and regulation
Main regulatory body: National Gambling Commission (NRA). The Anti-Money Laundering (AML) Unit monitors financial transactions to prevent money laundering and terrorist financing.
All operators are required to obtain licenses from the NRA. The licensing process includes verification of financial stability and software security.
Advertising and player protection
Gambling advertisements must not target minors. Warnings about the risks of addiction are mandatory.
A complete ban on gambling advertising in the media is expected. This bill was proposed in April 2024.
The bill proposes to prohibit access to sites with illegal gambling and block payments with fines from 50 thousand to 200 thousand leva. Participation in illegal gambling is punishable by fines from 500 to 2,000 leva.
However, the NRA has allowed social media influencers to promote gambling-related content. This is due to the fact that the following social networks are not considered media: Facebook, Instagram, TikTok and YouTube.
