In 2019, Cambodia officially banned online gambling and adopted a comprehensive regulatory framework governing gambling activities, allowing only land-based gambling establishments that foreigners can visit.
According to official figures, there are about 184 licensed land-based casinos operating in the country, most of which are located along its borders with Thailand and Vietnam or in coastal areas such as Sihanoukville.
However, the corrupt layers of government that have a financial interest in online gambling and the availability of casinos to the public often turn a blind eye to illegal activity.
The sector is overseen by the Commercial Gambling Management Commission (CGMC), a body of 11 officials under the supervision of the Ministry of Economy and Finance.

Cambodia cooperates with China in the fight against such criminal groups. Probably, it is China's strict laws that forced many gambling syndicates to move to countries (Myanmar, Thailand, Indonesia, Laos) with imperfections in legislation and law enforcement system, including Cambodia. It is known that for 2023 the income of illegal gambling in Southeast Asia amounted to $64 billion.
