More about gambling regulation
To date, only betting on horse racing, dog racing, sports and lotteries is allowed in Morocco. These forms of gambling are under a state monopoly represented by three companies: Société des Courses de Lévriers du Maroc (SCLM) - dog racing betting, Marocaine des Jeux & des Sports (MDJS) - lotteries and online sports betting, Société Royale d'Encouragement du Cheval (SOREC) - horse racing betting.
The main document controlling the gambling industry in Morocco is the 1966 law, which obviously does not mention online gambling. Thus, the online casino sector is in a gray zone despite the existing monopoly on online betting.
The country's authorities have begun to consider full-fledged legislation for iGaming, but that's where the government's actions end.
Therefore, due to the lack of regulation of the industry and the uniformity of the state's gambling industry, Moroccans are increasingly turning to offshore platforms, as current laws do not penalize their use.

Gambling in the country
Morocco is a predominantly Islamic country, where gambling is viewed with a certain skepticism. Despite this, there is an active gambling sector, which attracts an increasing number of residents.
According to a report by the Royal Institute for Strategic Studies, there are now ten users turning to offshore platforms for every Moroccan who bets with a state-owned operator or buys a national lottery ticket.
The Moroccan government has already started talking about passing laws for online casinos (the industry is currently unregulated, and only the national lottery and sports betting conducted by state-owned gambling companies are legal). At the same time, the number of players involved in online gambling continues to grow steadily.
The population is 38 million, of which about 11 million Moroccans live in rural areas.
Arabs make up about 60% of Morocco's population, while the Berbers (the common name for the indigenous inhabitants of North Africa who converted to Islam in the 7th century) are the second largest, at about 40%.
There is also a small percentage of Europeans, mostly Spanish and French, numbering about 70,000. There are also several thousand Jews living in the country.
In 2024, Morocco's population will increase by 529,170 to just over 39 million at the end of the year. The median age is 27.

Gambling has been legal in Morocco since 1930. The first form of gambling to be legalized was betting on horse races at the country's first racetrack, Casa Anfa, in Casablanca. Lotteries followed.
Today, the gambling sector is controlled by the Ministry of Youth and Sports and the Royal Society for the Promotion of Horse Breeding. The entire gambling regulatory framework is based on French legislation due to Morocco's shared history with France.
Lotteries and betting, including online betting, are strictly government monopolies:
The largest of these gambling companies is MDJS, which in 2009 received authorization to sell lottery tickets and conduct online sports betting on the National Lottery website and mobile application. There are more than a thousand sports betting outlets in Morocco that are franchises of the MDJS brand.
Land-based gambling establishments are permitted. The Koran strictly forbids Muslims to visit casinos, but the state laws allow, as a result - most of the players are locals.
The country has a gambling license only for land-based establishments. There are no laws and licensing system for online gambling, so the sector remains unregulated and in the «gray zone».
In 2021, 3.3 million Moroccans participated in iGaming, with 40% of them categorized as high-risk players. The number of users in the online gambling market is expected to reach more than 5.5 million by 2029.

Despite the religious taboo, the desire for entertainment and the opportunity to earn money attract more and more Moroccans to iGaming. Therefore, the gambling industry is gaining momentum, going beyond the traditional authorized forms, such as betting on horse races and sports, lotteries.
Online betting on sporting events, especially soccer, is gaining significant popularity among Moroccans. Many residents actively follow international and local sports leagues, betting on soccer clubs (Vidad Casablanca, Real Betis and Maghreb Athletic Tetouan, etc.).
Blackjack, roulette, bridge and other card games are popular at online casinos. In addition, local players often favor games with strategy and skill elements, such as poker. Since it is not only a gamble, but also an opportunity to showcase personal skills.
The country also has a relatively low inequality index, which allows a wide audience to participate in gambling regardless of their socioeconomic status.
