Illegal bookmakers and online casinos on the Internet are fought against by RosComNadzor (RKN), which blocks resources on the territory of the country. Every year the speed of blocking illegal gambling sites only increases (a site can be blocked as early as one day after its launch, in case of successful indexing by search engines).

In Russia, advertising of game services is strictly controlled; Roskomnadzor and other authorities block resources and demand content removal. Foreign affiliates should avoid direct targeting of the RU audience; commercial consequences and blocking are likely. The risk of extradition to the country is medium - extradition to Russia is possible from countries with bilateral treaties (some CIS countries, China, India), but unlikely from the US/Canada/part of the EU.

Gambling in the country

In 2024, changes in the laws for sports betting only limit the activities of legal operators. Potential innovations (blocking of bloggers advertising iGaming; ban for alimony debtors and ludomaniacs to participate in gambling) have a good goal to eradicate gambling addiction in the country, but at the same time contribute to the suppression of legal betting and the proliferation of offshore BCs. Let's go in order.

It is known that about 15 million Russians participate in sports betting and spend more than 15 thousand ₽ per month on iGaming. The authorities believe that such figures are the merit of aggressive betting marketing, so they plan to limit betting advertising and allow it only on the resources of sports media, websites of sports-oriented TV channels, sports federations and leagues. In addition, the Ministry of Finance wants to oblige BCs to advertise investment instruments and non-gambling ways of earning money on their platforms.

In 2023, Russians spent an impressive 879 billion ₽ on legal betting, meanwhile in the l quarter of 2024, betting turnover amounted to over 835 billion ₽ (only online transactions were taken into account). Taking these figures into account, the government decided to introduce an annual deduction of 1% from operators' profits to combat ludomania. At the same time, BCs already pay 2% for sports development.

Also likely to be approved is an increase in tax on interactive betting processing centers - from the current 2.5-3 million ₽ to 9.5-10 million ₽ and an increase in income tax from 20% to 50%. And from September 1, 2024, bookmakers will be banned from «quick games» - essentially a disguised online casino where winnings are determined by a number generator.

Thus, additional taxes and a ban on advertising limit the ability of legal BCs to compete with illegal offshore operators. Meanwhile, in Russia only 40 thousand out of 12 million illegal gambling sites have been blocked for 2.5 years. Taking into account, to put it mildly, not the most effective opposition to offshore operators, as well as the significant tightening of rules and the growing financial burden on the legal betting sector, the industry is probably not in for the best of times.
