More about gambling regulation

The key changes that led to the liberalization of the market took place in 2011-2012. It was in 2011 that online gambling was officially legalized. And in 2013, the licensing system came into force.

Gambling Management (GCA) is the main regulatory body in Serbia. It issues licenses, supervises casinos, online platforms and monitors compliance with regulations.

The Tax Department of the Ministry of Finance is responsible for collecting taxes, controlling the financial operations of gambling companies and conducting audits.

The Ministry of Defense is engaged in the examination of gaming equipment and software. The legislation obliges operators to locate servers on Serbian territory, which allows the state to control their activities more effectively.

All operators wishing to operate on the Serbian market are required to obtain a license.

Regulators continuously monitor the activities of gambling companies, check their reporting and conduct audits. Operators are required to provide information on risks and offer tools for self-restraint.

Administrative or criminal liability is imposed for violating gambling laws. Persons under the age of 18 caught gambling may be fined. Sanctions are also imposed on establishments that allow minors to gamble.

Criminal liability arises if the violation is related to organizing illegal gambling, fraud or other serious crimes.

Serbia is a country with one of the most promising online gambling markets in Eastern Europe. Licensing is strict and most operators are targeting the Serbian audience.

It is expected that the government will continue to take measures to further liberalize the market. In parallel with liberalization, requirements for operators in the area of social responsibility and consumer protection will be tightened.

Gambling in the country

Gambling has been legalized in Serbia since 2006, online gambling since 2011. The Gambling Control Administration (GCA) ensures control and compliance with the law.

  • 15% - several times a year .

7% males and 3% females between the ages of 18 and 24 are betting daily.
Main target audience: men aged 35-44.

27% women bet less than once a year, with 23% men betting at least a few times a week.
That said:

  • 11% - visit offline casinos.

Demand gambling:

  • 55% - any bets;
  • 37% - sports betting;

21% responded that they spent more on betting in the last year than in the previous year. At the same time 30% noted that they started to spend less on bets.

17% made their first bet in the last 12 months. This indicates a growing interest in gambling.

Motivation is also different. Here's how the interviewees explain it:

  • 50% - want to win money;
  • 43% - betting makes watching the game more interesting;
  • 33% - love the sense of excitement, the experience;
  • 30% - like the competition;
  • 18% is considered a hobby;
  • 12% - want to try something new.

Half of punters in Serbia resort to betting to make money.
37% punters do not follow most of the sporting events they bet on. But 63% are actively involved and follow sporting events on a regular basis.


The main trend of the gambling market in Serbia is high involvement. More than half of the respondents play at least several times a year, and a significant part of them play weekly or more often.

Men make up the main audience, especially in the age group of 35-44 years old. They are interested in sports betting, online slots and card games.

Besides the desire to win money, players are attracted by the excitement, and the opportunity to make the process of watching sporting events more interesting.

The audience of punters is heterogeneous in terms of interest. Some players place bets without delving into sporting events, while others actively follow sporting events.
