Romania prepares to reform the gambling market
To the Romanian parliament contributions two bills that could radically change the country's approach to gambling regulation. Both proposals aim to protect young people and overhaul the work of the ONJN regulator.
The first bill, introduced by the former culture minister, proposes to Raise the minimum gambling age from 18 to 21.
The second bill, proposed by a USR lawmaker, deals with. The limitations of digital advertising:
- Ban iGaming advertising from 06:00 to 24:00.
- Prohibit influencers, athletes and media personalities from participating in advertising.
- Require operators to include large warnings about the risk of addiction in advertising.
- Limit covert marketing under the guise of sponsorship integrations.
Both initiatives go hand in hand with criticism of ONJN. The regulator is facing a major scandal after a failed audit: the state has underfunded almost €1 billion in taxes and fees. This has led to demands to reform or even dissolve the agency and transfer temporary control to the Ministry of Finance.
At the same time, Romania is preparing a new tax system for the sector - the changes will come into force in the summer of 2026. It is planned to introduce progressive rates on winnings and increase license fees.
