May 2025 - Mongolia's parliament amended 10 laws to completely ban gambling in the country

Background

In March, a financial investigation was conducted, which showed that offshore companies earned 1.7 trillion tugriks ($500 million) in the Mongolian gambling market

After that, more than 6,000 websites were blocked, but their owners successfully circumvented the restrictions using mirrors. The companies were fined 13 million tugriks ($3,600), but this did not prevent them from operating in Mongolia

Therefore, in early March 2025, the Mongolian Cabinet of Ministers submitted a bill to parliament to ban gambling. Initially, they planned to launch a legal betting market while maintaining a ban on all other gambling businesses.

What is known

Parliament considered the ministers' proposal and decided to ban all forms of gambling, even betting, which was originally intended to remain legal.

Now the law provides for criminal penalties for gambling organizers. Those who provide them with their phone numbers and bank or digital accounts will also be prosecuted.

Penalties have also been introduced for legal entities and individuals who advertise betting, lotteries, and gambling, or involve minors in them
